Coold a well pump that isn't short cycling cause an electic bill to double for some reason. What would be the best ways to check the submersible pump. Any help appreciated.

Most of the time a high electricity bill on a pump is caused by a leak. Whether underground or in the well will have to be determined by an onsite anyalis. Does the pressure switch call for water when no water is being used in the house?

Don't forget that a high-resistance fault in the cable feeding the pump can allow electricity to flow into the ground while not being enough of a fault to trip the circuit breaker. By disconnecting the cable at both ends and testing each wire for continuity to ground using an Ohm meter, you can rule out a wiring issue.
There's also the possibility that a winding in the motor has shorted to ground. This can also be checked with an Ohm meter. Under normal circumstances, there should be no continuity to ground from either of the hot wires feeding the pump. If you measure anything, then current is leaking to ground.
