My water lines from the meter come thru a cement wall & into the house. The wall is always wet, the wooden baseboards nearby are rotting & I have a growing mold problem & usually standing water in my kitchen floor. 2 years ago we had an 8.8 quake, I bought the house 1 year after. I had the interior gas lines to the califont replaced & have gradually replaced all inside water lines. There are no visable leaks or wet spots in the exposed lines & the problem continues. I personally think there's a broken or leaking water pipe inside the cement wall but the plumbers here say the lines don't break because the cement keeps them from moving.
This sounds to me like either a lazy plumber or faulty reasoning, I've seen what poor quality cement does in a strong quake.
My question- is there a way to find out if a water line inside the cement wall is leaking or broken?
Would it be easier & cheaper to simply run a new water line & completely bypass the old one? If so, what do we use & how do we do it?
I would really love some help with this. I'm a single (somewhat elderly) lady living in a South American country (for 20 yrs) on a fixed income.I know how things are done here & from my experience I'm pretty sure I'll have to give the plumber step by step instructions so please if you can help, make it simple & as untechnical as possible. Any help or advice is very, very appreciated.
PS- I have no idea what PEX is & I doubt that it exists here, I know we have PVC.

To determine if there is a leak between the meter and the house, shut off the main water valve (inside the house), making sure it's off completely, and then check the meter to see if there is any water passing through.

It is more likely to be leaking outside the foundation and the water is seeping through the weak concrete wall.

doesn't sound like there will be a meter here to shut off.
got a digital camera? take a pic and upload to see what the situation is.
repiping a short section is very doable with the right tools and plan.
here PVC is prohibited for use inside a building.
