 Control flow output of 2 different sized pipes

I want to mix the output of a 3/4" tankless water heater and a 1-1/2" cold line. They will be entering into a tank water heater 1-1/2" input. The 3/4" flow should max out before the 1-1/2" starts to flow. I was hoping to use a simple valve. How can I do this? Thanks

Those criteria make it impossible.

There is no "simple valve" which could detect when the hot water is done so the cold water can beging. In fact, simple physics would usually dictate that the 1 1/2" flow would overpower the hot water, since the hot water would be losing pressure as it flows through the water heater.

what is the application? If the tankless modulates, you might be better to temper with the tank and shoot it through the tankless warm instead.
