The bathroom stub in the basement for the vanity was sheared off at the concrete floor by the contractor. Are there PVC fittings that will fit into a non hub end of a 3" sch 40 PVC pipe to be able to connect the waste line to the vanity/sink?

you can't clear away a 3/8" space around the pipe. 1 1/2" deep is all you need.
to answer your question, they make a closet flange that fits inside 3" pipe, maybe you can cut the bottom off one of those flanges, glue it into the stub and glue something into it???

chisel out around the pipe and use a coupling
the pipe should be full size 3", so putting something inside it to couple it would defeat that and make it 'not up to code'
the correct way to fix the problem is to bust the floor a bit and couple onto it

Actually pvc dwv does have inside couplings.the use of which is only used as system defined. At use point, as resolved by licensed plumber and or local code administrator.Call a plumber or the local plumbing inspector before using an inside dwv coupling.I would bust up the cement carefully away from the tubing and then closer to it. To, as said use an out side coupling.no issues with that.

Not in PVC, but they make a 3" "TopCap" cleanout which inserts into a sch. 40 pipe with a 2 1/2"" female thread in it. It would work with "transition glue" as long as you do NOT need to increase it back to 3". Then you would need a 2 1/2" x 2" bushing, either galvanized or PVC to get to the 2" you need.

i just keep dwelling on this, why is it a three inch for a vanity? I read it and keep thinking its for the water closet, which you can get an inside flange for and the vanity line is poking out the side of a wall somewhere

There could be many reasons for it being 3". If it is the "vent for the toilet" it could be 3" because it was meant to have a "full size cleanout" before reducing for the lavatory drain. IT could be because the installer did not know that he could reduce the size. A closet bend would NOT be at the wall.
