Once a hydrant is installed, the head assembly is 4 feet off the ground, can you shorten the pipe and everything else to a proper hight...say 24 inches? If so, how is it done?
Note: The pipe is 16 inches from the wall and comes through a concrete floor. The prior owner had other uses but this hydrant is in my way. Maybe I can just cap it?

youi cannot just remove the upper portion and cap it, and if you want to lower it, you have to purchase the appropriate parts from the manufacturer. The "standard" height above the ground is 30" but it can be manufactured to your specifications.

Just remove the head and plunger rod and cut however much you want to off the standpipe, rethread the standpipe, cut same amount out of plunger rod and braze it back together. reinstall head and rod. You can not just cap the standpipe off because water will continually flow from the drain hole down at the bottom of the hydrant.
