why is it when we flush a toilet elsewhere in the house or run water, when it stops the toilet upstairs runs for a few seconds

1) You might have high pressure and a weak fill valve. Check to see what the water pressure is in the house, by using a gauge that attaches to your hose spickett. You should not have more than 80 PSI. If you do, then there are more steps to correct.
2) Coincidence. Your flapper could be leaking through. You could put a couple drops of food coloring in the back tank and wait 15 mins. Look at the water in the bowl, and see if the color came through.

I would do the food coloring test and check the other toilets while your at it.

It could be a form of "water hammer" taking place in your system. Those who have explained the test and cure have advised you well.

Because your plumber did not install an air pressure reliefe valv or hammer valve in line. Do the pipes ever bang when water is turned on and off? The extra pressure causes the toilet fill valve shutoff to open. You can solve this with a better quality fill valve, or if the pipes do bang fix the problem by installing a pressure releife in line.

thank you all, and yes the pipes do bang a little. where do i get a guage to test the pressure? can i get a relief valve at lowes or do i need to go to a supply store?

What you really need is a Pressure Reducing Valve and an expansion tank, if you do not have one already.
