I own a 3 family with the supply for the 2nd floor kitchen goes up a wall that passes behind the 1st floor tenants TV.
The noise is fairly loud, no tapping or anything just flow noise. I put a pressure gauge on the house and it was around 85 PSI so I installed a PRV on the main and brought it down to 50psi.
The flow noise is a lot less but it is still there.
The kitchen and DW are feed by runs of 3/4" copper that feed nothing but this kitchen. If I wanted to reduce the flow to the kitchen it sounds like I wouldn't want to reduce the pressure further but rather reduce the flow. Is there any reason I couldn't do by backing off a standard shutoff value in the basement? Is there a cheap alternative that would work better?

I think you need to focus on something besides the sound of flowing water. Pick your battles.

Try turning the valves down a bit, you can't hurt anything and there is nothing cheaper than that.

How are the electrical and cable or satellite outlets done behind his TV?sometimes sealing these open boxes with foam insulation covers for outlets can deaden the echo chamber the wall cavity is producing.

Good Luck. Insulate your hot piping, although costly, it will pay you back every day.
