The house that I am finishing has the toilet flange(bolt toilet to flange) screwed into the subfloor. I will be installing tile over Hardi(Backer) board on this floor. Is it necessary to remove the flange so that the board and tile can be installed under it or can I install the tile & board up to the outer edge? Not looking forward to drilling thru the porcelin tile for the flange screw holes to reinstall the flange over the tile.....Thanks

If the flange is in good shape (and PVC) you should unscrew the flange and see if you can pull up on the plumbing to get it to the right height. If you are able to lift and spin the ring , I would install stainless screw in the wood under the flange at points that will be right to hold the flange up. After which I would re-secure the flange to the floor with more stainless screws. Then tile around the flange as you said. If not you could double wax it if needed as last resort.

It is not 100% necessary to raise the flange. Spacers can be siliconed to the flange to bring it up above tile level. However it will make a neater,better, more professional job to place the flange atop the new tile and secure to same.

The proper way would be to raise the flange to the correct height. You might be able to use a #10 wax ring to set the stool .No need to double up on the wax ring,that's what the #10 ring is made for.
