Whenever it's necessary to turn off the water to the 42-year old house, sinks and commode supply lines become clogged. Aerators have to be rinsed out or clogged lines replaced. Things that can't be cleaned out (shower heads) have to be replaced too.
I'd like a solution to this problem short of doing this (or paying a plumber to do it) every time it happens.
A plumber told me that the problem is rust inside the pipes, and the only solution is to tear out and replace all of the water pipes in the house.
Surely there's a better way, and a far less expensive one, to prevent these clogs when the water goes off?

if your pipes have that bad a scale (read rust chunks) then one day you won't even be able to flush out your fixtures....the lines themselves will plug solid,then it's over. you got an honest answer from your plumber,sorry

your plumbing has a life....it near the end of its life....someday it will start to leak or completely plug...
its time to start saving for a complete repipe
there is no solution for the rust..it will get worse and worse. and then it will leak.
expect to pay $2k-$5k+ for a repipe depending on how many bathrooms and the level of difficulty.

the only other thing you could possibly do if you have galvanized pipes, which we assume you have from what you have told us, is to have the pipes lined with an epoxy type substance but it is going to cost about as much or more than the re-piping and it wont stop the pipe from rusting from the outside in

Yes.... there is a way. But not on this planet. Nature can, at times, be very unforgiving. If you don't wish to believe the plumber, why not consider a second or third opinion from other licensed plumbers.
If you try enough businesses, you will find someone that can do it cheaper, without a warranty. Run the other way.
