Yesterday was the second time I encountered this problem. The water spot in the bowl is not large enough
In both cases it was the Toto Ultimate toilet (Power Gravity flush, 3 in flush valve). First one a round bowl, second one elongated.
The bowl does not fill up properly after a flush. In both cases Toto had sent replacement fill and flush valves and they still would not fill up the bowl completely.
In the first case, I tried the Toto replacement, then a Lavelle/Korky and finally a Fluidmaster 400A. The Fluidmaster filled up the bowl properly and resolved the customer complaint of a hard-to-keep-clean bowl. The toilet was about a year and a half old.
Yesterday's case involved customer complaint of inadequate flushing performance. Toilet is about a year old. I noticed the low water spot and the Toto replacement fill valve TSU17A did not help. I installed a Fluidmaster and while the water spot was a bit larger, it still was not full size. I noticed that the Fluidmaster fitting at the end of the refill tube, that clips on to the top of the overflow tube, was restrictive, so I used the refill tube and fitting from the Toto fill valve. That gave me more refill water flow and a full-sized water spot. I think this has resolved the inadequate flushing performance problem, if not, I will be hearing from the customer next week.
Anyone else encountered this problem before?

I have found that many new fill valves have a inlet arrestor or screen to protect the fill valve and removing it on low flow or pressure supplies seems to improve performance.

Good Luck. Insulate your hot piping, although costly, it will pay you back every day.

I tried various flow rates by gradually turning down the shut-off valve but it did not lead to any difference in the final level of the water in the bowl. Turning down (up) the flow just changes the time it takes to fill the tank but the proportion of water that gets diverted to the bowl remains the same.
Toto techline said that the Fluidmaster diverts 20% of the water into the bowl and that the Toto (Lavelle) valve diverts 28%, so he did not understand why I was getting more refill water with the Fluidmaster. I kept the water level in the tank adjusted to within an eighth of an inch of the top of the overflow tube
