What are some of the causes that would cause a 40 gal propane water heater to catch fire underneath where the burner is?

A gas leak, a plugged burner tube, or a plugged center flue so the flames cannot flow up through the heater.

Good chance a spider left his eggs in your orifice.

Haven't seen this happen in the past 45 years or so, and usually only on devices that have been turned off for the season.

Ya I find it a lot in pool heaters too. They leave some kind of silk sack that the gas has trouble getting though, so the gas collects and starts a fire ball.
I had almost last my eyebrows from it back before I knew enough to check before lighting.

Back in the 60's we installed many through the wall direct vent gas space heaters. In the fall the pilots would not light. I found that the spiders had spun a web INSIDE the pilot orifice and the pilot had to be taken apart to get inside it. Now what was a TINY spider.
