About 5 seconds after the toilet is flushed, there is a strange noise, sounds like a gigantic tuning fork, what could be the possible cause and can the average homeowner fix it.

A bad washer or debris in the fill valve is the usual culprit. A bad/loose washer in the angle stop or excessive water pressure can also be possible, but the fill valve usually. The fill valve can either be rebuilt or replaced.

If the fill valve has and arm and tank float install a new compact style ballcock like a Fluidmaster 400A.
