I have a corroded under ground curb box valve, The key will not budge it. Is there some sort of "solvent" or something I can apply to loosen & free the seized valve? Do not want to force it in fear of braking it and having a major problem.

WD, PB Blaster, etc. Soak for a few days. If the valve is on the street side of the meter, it is the water department valve, and if you break it they will be ticked!

Actually it's a private community with it's own water supply, there is no water company and no water meter. I suppose then that it belongs to the homeowners association, I should get them to open/close the valve. and if they brake it, it's on them.
